Base Funding is state and county funding through the PA Office of Developmental Programs that is given to counties for use in specific categories of need. The amount of base funding available per county is largely contingent upon the Governor’s annual budget. This funding has become more limited in recent years, as the county offices have been directed to turn to federal dollars first.
The use and authorization of base funding dollars is at the discretion of Administrative Entities/County Programs, County Mental Health/Mental Retardation offices, and County Administrators.
